Interactive Dog Membership Site

We need an html designed page. with a header and footer on it. there is no scripting required but just simple plain html pages.

we need to design two pages that will look like something similar to these sites:

1- http://zone.hearandplay.com/ (without logging in the website)
2- http://zone.hearandplay.com/ (with logged in the website)

You can changes the above page/menu system according to meet some other requirements and interface of the page can changed slightly, to make it look more like this site:
